You've just landed in Leiden with a toddler, and everyone tells you to "sort out your paperwork," but nobody explains what order to do it in or why one thing unlocks the next. This is a calm, practical sequencer for international families: the critical path from gemeente registration to daycare to kinderopvangtoeslag, with links to deeper guides where you need them. The sequence that unlocks everything else
Dutch bureaucracy is logical once you understand the dependencies: you need your address to get a BSN, you need a BSN to get a DigiD, you need a DigiD to apply for kinderopvangtoeslag, and you need toeslag to make daycare affordable. Miss one step or do them out of order, and you're stuck waiting for a postal code or an activation letter while your start date approaches.

The critical path, step by step
This is the ordered sequence that works. Some tasks can overlap once you have a BSN, but the first few steps are strictly sequential — you can't skip ahead or do them out of order.
Week 1: Register at the gemeente
Unlock: BSN, address
Book an appointment at Leiden gemeente (town hall) to register your address. Bring your passport, rental contract or proof of residence, and your child's birth certificate (with apostille if issued abroad). At this appointment you'll receive your BSN (burgerservicenummer / citizen service number), which unlocks everything else. Processing is usually same-day. Week 1–2: Register with a huisarts
Unlock: healthcare, prescriptions
Choose a huisarts (GP) near your home and register your family. You'll need your BSN and proof of Dutch health insurance. The huisarts is your first point of contact for illness, medication, and referrals. Some Leiden practices have English-speaking doctors — ask when you call. Week 1–2: Apply for DigiD
Unlock: toeslag, online government services
Go to digid.nl and apply for a DigiD (digital government ID). You'll need your BSN and a Dutch address. An activation code arrives by post in ~5 days. Once activated, your DigiD unlocks Mijn Toeslagen (the childcare-benefit portal) and most online government services. Don't wait until you urgently need it — start this process as soon as you have your BSN.
Week 2–4: Finalize daycare contract
Unlock: toeslag application
Sign your daycare contract and note the LRK registration number (on the contract). You'll need this number to apply for kinderopvangtoeslag. Once the contract is signed and your child has a start date, you can apply for toeslag — and you must do so within 3 months of the start date to avoid losing retroactive coverage.
Week 3–5: Apply for kinderopvangtoeslag
Critical deadline: within 3 months of daycare start
Log in to belastingdienst.nl / toeslagen.nl with your DigiD and apply for kinderopvangtoeslag (childcare benefit). You'll need the daycare's LRK number, contracted hours, and an estimate of your household income. The government reimburses up to 96% of costs for lower incomes, and the benefit is paid monthly in advance. Ongoing: Consultatiebureau appointments
Automatic after gemeente registration
After you register your child at the gemeente, the consultatiebureau (child health clinic) will send you invitations automatically. These are free, voluntary health-and-development checks (weighing, measuring, vaccinations). Common questions and timing traps
Can I start daycare before I have toeslag approval?
Yes. The toeslag decision takes ~8 weeks, but once approved it's paid retroactively to your application date (and up to 3 months before that if you applied on time). So you can start daycare, pay the full invoice for the first month or two, and then receive the back-payment once toeslag is approved. Just don't delay the application itself.
What if my DigiD activation letter doesn't arrive?
Check that your address is correctly registered at the gemeente — postal delivery to new international addresses can be flaky in the first few weeks. If the letter doesn't arrive within 7–10 days, contact DigiD support (digid.nl or 088 126 88 88) to request a new code. You can't apply for toeslag without DigiD, so don't let this step drag out.
Do both parents need a BSN?
Yes, if you're both living in the Netherlands. Both parents' BSNs are needed for the toeslag application (it's based on household income). If one parent is still abroad or working remotely from another country, the toeslag rules get more complex — check with the Belastingdienst or a tax advisor before assuming your household qualifies.
Can I register for daycare before I have a BSN?
Most Leiden daycares will accept waitlist registrations with just your name, contact details, and expected arrival date — you don't need the BSN to get on the list. But you will need it before your child can actually start. See the leiden-daycare-waitlist guide for timing advice.
What if we're here on a temporary work permit?
You can still register at the gemeente, get a BSN, and access daycare and toeslag as long as you're legally resident. Some visa types (e.g., highly skilled migrant, intra-company transfer) are straightforward; others (e.g., short-stay visas) may not qualify you for full Dutch benefits. Check your visa conditions and ask the gemeente or an immigration advisor if you're unsure.
The parallel tasks you can start once you have a BSN
Once you have your BSN, several tasks can run in parallel rather than waiting in line. This speeds up the overall timeline and means you're not blocked on one slow step.
Start these together
- DigiD application (start immediately; takes ~5 days for activation)
- Huisarts registration (can happen same week as BSN)
- Daycare contract finalization (if you're already off the waitlist)
- Health insurance activation (legally required from day one of residence)
Don't wait for these to finish before starting the next
- You don't need DigiD activated to sign a daycare contract
- You don't need the daycare contract to register with a huisarts
- You don't need toeslag approval to start daycare (but apply within 3 months of starting)
